Interesting protocol: Find a citizen guilty, abscond with his personal property, have a hearing with no physical evidence presented, fine him $500 over the cost of his missing equipment, then allow him the right to appeal to a Circuit Court.

Wow, what a rant. I don't believe I inferred in anything I said that property owners should not contribute to the infrastructure around them. The problem exists when an entity can step in and abscound with someones property when they themselves do not own the original equity in same for no matter what reason.
